Spend some time on local NYC blogs to see what minutae people obsess over in a world class city. DC's far from world class imo (more like a cosmopolitan Boston or intellectual Miami), but why do you feel DC should already be there? It was a mostly sleepy southern city, then it got disinvested during the suburbanization era, and has only recently (like past 15-20 years) begun to grow into a fully robust city.
It hasn't been continuously coming along. It's very recent, but with the international economy and transit is moving quickly. That's why people are curious about it. No one's asking if Philly is a world class city because we know the answer already. It's very established in what it is.
