I was in DC over the weekend to attend a family funeral and Southeast DC looks really bad. My family members has lived in Southeast for more than 50 years and I've never seen it this bad since the 90's. What is going on? People hanging out on the corners and young people walking around looking strung out. My great aunt ( in her 70's) loves her neighborhood and doesn't plan to move anytime soon. Homeland Security is building a new facility near her home so she is getting offers to sell it.
Once DC gets gentrified where will the African-Americans go?
You're talking about Congress Heights; not all of SE is created equal. It's a rough neighborhood and has been since circa 1970. The nurse at my doctor's office lives there and dreams about the day when she can get herself and he daughter out of there. DHS might have a positive affect on the neighborhood, but it might be many years before that's fully realized. That being said, it's not all a war zone. There are some nice blocks, and some not-so-nice blocks.
