You don't need to go all the way to France to find people who still believe this absurdly outdated notion that anywhere in DC with a NE or SE in the address, even including Union Station, is dangerous.
There is a frequent poster in the Northern Virginia forum on City Data who tells people that anywhere east of 16th St is too unsafe for living.
There is no reason to go there anywhere, there is nothing there. Northeast though?
There are some pretty rough parts of Northeast DC. I would know I'm from there.
Kenilworth, Mayfair, Paradise, Minnesota ave, Benning road Edgewood, Saratoga (Brentwood Manor), parts of Michigan and Riggs Park, Lincoln Heights, Trinidad (The north and east sides), Carver-Langston, Pinnicle, River Terrace, Deanwood, Burrville, and the "Northeast boundary" neighborhood are all ghetto. That's damn near all of Northeast DC right there. The safer parts of Northeast are Capitol Hill, H street, Brookland, Lamond-Riggs, Fort Lincoln, South Dokata ave, Woodridge, and parts of Michigan Park and parts of Riggs park. I will note that even in the safer parts of NE crime still happens quite often and its a daily thing too, especially robberies.
There are parts of Northwest I wouldn't recommend tourists venturing too as well. Georgia ave is spotty from Howard U all the way to Walter Reed. Petworth, Park View, Shaw, Truxton circle, Pleasant Plains and Columbia Heights are very block by block and if you aren't used to urban environments and lack street smarts you shouldn't be in these areas just wondering around. Brightwood, Brightwood Park, Manor Park, and Missouri ave are also places one needs to be alert, those dudes can be wreckless. Generally, east of 16th street NW DC (north of Clifton street), you will be a victim of a crime if you are oblivious. Crime happens everywhere but the areas i mentioned do have active street crews and I've seen first hand how reckless they can be.

How would a tourist stumble upon Kenilworth or Paradise anyway? They would have to be driving and then, it's cutoff by I-295 and the river anyway so it's way out of the way.

True, they would be at the monument or some other tourist spot where it's super safe.
