DC isn't like other Northeast corridors cities, it's mostly central American latinos here.
But there are Dominicans in Adelphi, Silver Spring, Takoma Park, Hyattsville, and some in Columbia Heights and
My. Pleasant.

The percentage is low for sure, but I personally know a good amount of Dominicans in the area, typical centered in Montgomery County and Northern PG, and a select few and I mean FEW in NW DC.
No place in the US has the Dominican population NY has so I wouldn't even go there.

Philly, Boston, Baltimore, and Miami have a good Dominican population. They all have actual centralized neighborhoods.
The Dominicans and other Caribbean latinos that I know are dispersed across the area. Since there is no specific neighborhood, they live wherever is in their economic bracket lands them. My friends are in Crystal City, Silver Spring, Columbia Heights, Huntington-Alexandria. Now that I write it out, they seem to be close to the Latino neighborhoods but not IN them, that's weird. Still a low population though.
