Most people don't know it's $7 a month in the black community. They are SHOCKED when they find out.
Also, most people don't trust giving their credit card information over to Capital Bikeshare. One other factor is most black people that ride have their own bike.

Why? A lack of education gives people a very different outlook on life. People don't trust business people when they lack higher education for the most part. What do you think "the Plan" is about? They think the world is out to get them because of how they're treated by people with a higher income. Ask a random lower income African American how much Capital Bikeshare is. If they don't know which they probably won't, tell them and see what kind of reaction you get. Then tell them you have to give your account information to Capital Bikeshare or a credit card and watch their interest immediately change.

But there are more Hispanic riders than there are Black riders. And Hispanics are only 10% of DC's population.

I agree completely with these assertions. And my opinion is based on having worked in downtown DC for 33 years, all of that time while living (in P.G. Co.), working, socializing, and commuting in about a 50% black environment.
