You're going to struggle living in DC proper on your own with your salary. I'd advise getting a roommate as the average salary in DC exceeds 63k by quite a bit. With that said, if this is a place you want to live I say do it. There are plenty of non-stuffy douchebags living in the area. H Street is full of young people getting wasted at night. Same goes for U Street and Adams Morgan. If you want laid back, why not lives in the burbs between Baltimore and DC. That way, its more manageable to live on your own and you have two cities to pick from to hang out. Baltimore has a rep for being more laid back than DC but there are still plenty of douchebags there and the city is pretty gritty.
I don't like Philly and have lived in DC for 10 years. With that said, go to Philly. I just don't understand how the hell anyone lives in DC these days without, at least, a GS-13 salary... even then, it seems like you've got to slum it in 'up and coming' neighborhoods or live in a shoebox in a nice neighborhood to even have a life.
Philly has everything you're looking for and I bet you can transfer to DC at a later time - easier getting to hell than getting out of it. You can thank me now.
