Logan Circle, Glover Park, Georgetown, Van Ness, Tenleytown.
If you live in a house then just about anywhere. But if you want an apartment then you can probably find one in the neighborhoods above.

I'll add Mount Vernon Triangle. Even with the high rises and development, there is plenty of green space for quick walks and good proximity to the Shaw Dog Park and Bundy Dog Park, as well as the Botantic Gardens and the Arboretum for longer walks. There are lots of dogs in the MVT and Penn Quarter area, so you will meet your neighbors quickly. All the buildings in the area where I am aware of their pet policy are very pet-friendly, and there are almost always dog-friendly amenities at community events. Many of the local stores welcome dogs and even have dog treats, which makes it a lot easier to multitask running errands and exercising your dog.
Don't live in DC if you have a medium size and up dog. It's hell on their feet, and the daily walking can be; one, dangerous by how people drive around here, and two, taxing for the dog, because the lack of grassy areas.
VA or MD is your best bet. Although, Silver Spring isn't that bad.

Gee...Washington happens to be #3 on the ParkScore report (similar to WalkScore). By your logic, you shouldn't have dogs in any city.
