Poor planning and general incompetence is the reason the street car has failed thus far. An elevated monorail would of made more sense for several reason:

-Automatic right-of-way
-No impact on regular traffic.
-No route limitations that a streetcar doesn't already have.

Giving these streetcars an exclusive right-of-way without adding to traffic congestion OR slowing the streetcar itself down (eliminating the purpose of it) is the challenge.
