Lord willing, at the beginning of 2017, I will be starting graduate school at UMD –College Park. Because there is a 30+ mile distance between my job and school and I don’t drive, I would like to live close to D.C.. Could you all recommend a neighborhood where I could find a one bedroom between $1,200 and $1,500 a month that is metro-accessible?

You will need roommates. A one bedroom in a GOOD neighborhood near a metro is unlikely at those prices. You can maybe get a studio for around $1,500 in the NoMa or Brookland area. Otherwise you are either looking at bad neighborhoods or being very far from a Metro. This is even true in the suburbs.

How are you currently getting to Herndon if you do not drive?
I start my trip by taking a bus to Shady Grove to take the Red Line down to Metro Center. I then transfer to the Silver Line. I conclude my trip by taking a bus from the Wiehle-Reston station to my office building.

That is a horrible commute. Sounds like it would take at least an hour and 30 minutes. And that is when Metro is free of delays.
I suggest moving into DC with a roommate or roommates. Trying to live alone in the DC is simply not practical for you at the moment.
Another option is to move near where you work. Then move again in 2017 when you start graduate school. Its no big deal to move around. I have moved every year for the last three years and I plan to move again this year. Always live where its convenient for you. Then move once it is no longer convenient. Its worth it. Long commutes are a waste of both time and money.
