Need locations to be sure, but assuming "Northern Virginia" means somewhere near the Beltway and "Southern Maryland" means PG, Calvert, or Charles County, then Alexandria would be a good middle ground.

I think North Bethesda would make more sense being literally right next to I-495. It's basically a halfway point and you can get to most parts of the DC area within 30 minutes from there.

North Bethesda is nice, but it's not a halfway point to Southern Maryland. Alexandria is near the Wilson Bridge and a good way to access both MD and VA.

Well, we still don't really know what the OP means by "Southern Maryland".
Impossibly broad question. "Northern Virginia" alone usually encompasses at least three counties (Fairfax, Loudoun and Prince William) that each cover hundreds of square miles, plus other areas like Arlington and Alexandria.
Capitol Hill would work. So would College Park, MD.
