I doubt that they are much different in outlook, though I'm not sure what you mean. You will find friendly people and unfriendly people wherever you go. Obama won in Sedro by a slight margin, if such things are important to you.

A lot of people in Skagit County lean libertarian, homeschool their kids, and eat organic food, if that sort of thing gives you any clue about outlook.

If you want to be near a grocery store, choose Mount Vernon. Sedro-Woolley has one, but it is overpriced and not very good; people tend to shop in Burlington. Sedro-Woolley does have drugstores, restaurants, vets, doctors, hardware stores, a hospital, - even a library! - just not groceries.

Big Lake has Mount Vernon addresses but is part of Sedro-Woolley schools. Big Lake has a popular bar & grill, a tiny store, Christmas trees, and a golf course.
Between Big Lake and Sedro is Clear Lake. Clear Lake has a gas station, a chiropractic practice, and a post office.

Then of course there's a lot of other unincorporated land between and among them all. I'd recommend looking at them all to find a house and neighborhood you think you might like. Most people don't really identify themselves with their specific location within Skagit County.
