I'm aware that WA requires you to buy a $7 license to harvest seaweed for gardening purposes. However reading the actual regulation, it talks about how to harvest live seaweed.

I'm kind of thinking so as the law does mention "possess" as one of the elements of requiring a license. But I'm not sure, maybe somebody else who is more familiar with the law can answer definitively.

Hmmmm. "...from state waters or offshore waters including national park beaches"waters . Maybe staying away from national park beaches gets me off the hook.

Sorry, I didn't make myself clear at all.
I have absolutely no problem paying the $7 per year - that's cheap. I balk at the 10lb per day limit.
I want to be able to harvest the dried weed above the high tide line and take home garbage bags full of the stuff for my future compost heap. 10lb just isn't worth the trip.
