It can be anywhere from neighborhoods to towns to areas. And what makes it so bad? Gangs? Robbery? Theft?

There is nothing in WA state that compares to places like Oakland, Detroit or LA. The worst places lately are the Parkland area of Tacoma, and the Rainier Valley area of Seattle. Skyway
between Seattle and Renton is close but not as bad as it used to be. Of those the violent crime/murders are mostly in Rainier Valley, the rest is mostly property crime. Gangs are in Seattle and Tacoma but not having wars, mostly just into selling drugs.

This was according to the Seattle PI who were using the Crime Statistics released by the WA Association of Sheriffs and Police Chiefs:

1. Tukwila
2. Burlington
3. Union Gap
4. Shelton
5. Spokane
6. Everett
7. Moses Lake
8. Puyallup
9. Wapato
10. Gig Harbor

Notice neither Seattle nor Tacoma even cracked the top 10 for worst crimes even though they're big cities known for their crimes.

For meth addict type random violence and property crimes, I would say Shelton, Aberdeen, Longview, Spokane.
For gangs, I think the worst area is Yakima. South Sound (South Seattle to North Tacoma) also has bangers, but Yakima and even Tri Cities are serious gangland.

I'm surprised Yakima isn't on that list.

A friend is from there and goes back to visit family, telling me how depressed it is there with no jobs, lower and lower property values, and meth labs.

LA must stand for Louisiana, because the crime rate in Los Angeles is below the national average. It's also well below Vancouver, Seattle and Spokane. Of those three, Spokane has the highest crime rate and Vancouver the lowest. All three are above the national average. I just checked Yakima and Everett, and both are above the national average. Tacoma is almost as high as Spokane.

You can find the crime rates for other cities at city-data.com. You will also see what types of crimes are common. Most answers from individuals will be conjecture or based on reputation (deserved or not).

How did Gig Harbor make that list and Yakima didn't?

I have found over the years and in many locations across the country that crime statistics are so inconsistent that comparisons are not valid. Different locales use different (or no) standards in tabulating crime numbers. Law enforcement response to crime reports even vary greatly.
