I live just above Centralia in an old farm house. My view to the west is down into Centralia and the valley and across to the mountains in the distance. My view to the east is rolling hills with towering trees, but with an awesome view of Mt Rainier.

The Centralia area came to my mind as well. Otherwise, maybe the Skagit Valley???

All you have to do is be on the west of the mountains. Long Beach, Ocean Shores, Raymond and Grey's Harbor are all much less expensive than Seattle.
Of course, they also get more rain so I don't know how often you would see the sunset. Probably the best place is Seaside, Oregon.

What you should be looking for is view property. Live up on the hill and look over the trees and fields. Lewis County and Cowlitz County have plenty of great view properties that over look fielded valleys or smaller cities.
Vermont is far from flat...
