No.
We already have had several threads that cover the bridge/tunnels over Puget Sound (though they're talking about tunnels/bridges connecting down south) that already covers why it doesn't/wouldn't work. Besides, having a freeway that cuts through Edmonds will ruin the small town ambience and charm.
