I don't think Tacoma has any houseboats. Seattle does. Rentals there are hard to find and expensive.
Might be more realistic to look for a rental near or on the water, rather than in it. For instance:

Houseboats are generally on a lake or other protected waterway, keeps them from rougher seas and moving with the tides. Tacoma doesn't have those.
