I looked at the Uber Website and neither showed up, hard to believe.

Really? No one?

We are heading up to the San Juans in our boat from Portland for the month of August. PT and PA are two of our destinations that we would like to get an Uber to see the sites/dinner/drinks.

Can’t help you with the Uber Lyft question. Both PT and PA (Jefferson and Clallam Counties, respectively) do have good public transit bus systems.

If you boat into those cities, the restaurants and other amenities are in short walking distance from their harbors.

Given their isolated locations and small populations, I don't find it all that surprising that uber and lyft aren't there. But there is public transit, and both cities do have cabs. And like pikabike said, most amenities and restaurants are walking distance from their harbors. You also may want to bring or rent bikes, and there are a few other interesting transportation options (rental scooters/cars at Friday Harbor, e-bikes in multiple places, shuttle from PA to Hurricane Ridge in Olympic NP, etc.).

FWIW Bellingham has Lyft and Uber and is fun and pedestrian-friendly but a larger (relative to PA and PT) city close to the San Juans with quaint old historic village (Fairhaven), cool trails and boardwalks on the water, a funky downtown, and tons of breweries and restaurants. May be fun to add to your list of destinations when you're in the area.
