I agree with everyone above. Start with the large number of International flights into Sea-Tac compared with PDX. Add in a denser population in Seattle than Portland. And I agree more testing is going on in WA, and this could make OR's numbers artificially low. However, the death toll being so different is telling.

Death toll attributed to Covid-19 is very low when you do not test before death, or after death. Nursing Homes and USA gov has a strong interest in reporting minimum covid deaths.

Yeah and if it was just a matter of low testing numbers, they would still be reporting hospitals being full with people having COVID-like symptoms if indeed there was a higher infection rate down there, but so far it seems that isn't the case.
