Find outskirts... ideally on/near a hill where nobody needs or wants to pass-through on the way to stores/schools/destinations of any sort.
If you won't/can't/don't do that, then Tacoma is no picnic for somebody of 65 and projected to be there for a while...

Obviously no city is 100% ghetto city. If that is all you
know , and all your mother
knows about the area, I would recommend your mother contact a local real estate agent in Tacoma who will help narrow down the choices to find the right neighborhoods for her.
There are lots of nice areas around Tacoma.

Im 20 mins away from Tacoma across the bridge. Tacoma is pretty safe and they're building a nice park pier type area on the water front.
