So I actually looked it up and you are correct.

I spent most my career as a licensed contractor in California.

The rules of law are no doubt different but I think the intent is the same and that is to protect the home owner and the integrity of the house.
These rules will also protect you.

Couple of things that may or may not help you,
Are you doing work less than (let’s say) $250?
Are you advertising yourself as a skilled person that does electrical, plumbing, HVAC or work that might need a permit?

If you are just offering landscape labor with a shovel or minor painting jobs no one will bother you but when the skill level will effect the home owner or the house you are no doubt acting as an unlicensed contractor and subject to fines.

Not to be mean but I agree with this policy.

Get your license.
This is a win win thing for all.

It is really not that hard if you are competent with you skills.
You can do an online study class.
You might even be able to get financial assistance from several different sources.

You might even consider doing a face to face with the person that imposed the fine on you and see what they can do for you.
They might even assist/point you in a direction that you don’t know that might help you if you are polite to them.

Good luck.

I think there may be more to this. There are dozens of handyman listings on Craigslist. Why did they single out you? Let's take a look at what you posted...

You want to respond to L&I and mitigate a resolution.

"I don't have the money" is not an answer to a state licensing or tax collection agency.

They will want to see your contractor bond and your liability insurance policy.

If L&I has received a complaint on your 'business', (From customer, inspector, or other contractor / competition....) there will be a higher price to pay.

Best to resolve and move on (or into a different line of work).
The government has many ways to make you pay, from garnished wages, perpetual fees with penalties and interest, liability liens on state registered properties and accounts...

How did you get notified? Was it official letterhead, or such? Or, Send this money, and we'll make it disappear?

Excellent point!

At least make sure it is a legit fine and not a sophisticated scam operation from Mumbai or Nigeria.
