If you’re talking about DHS travel restrictions, the US government cannot forbid US citizens from re-entering the US. It’s illegal. They may require or ask you to quarantine but they can’t stop you from returning to your own country.

Canada is opening their border to Americans on Aug 9, but the US will not follow for now. That means vaccinated Americans will be able to go to Canada but Canadians will not be able to drive to the US.

I'm surprised the US has kept the border closed longer than CA. Both are closed as far as I'm concerned because I'm unvaccinated. If people are so paranoid, I rather not even bother going to CA. Many Canadians hate US plates and vandalize cars.
