I love hot, humid, and cloudy weather! I prefer the majority of summer evenings to be this way.

It doesn't matter imho, if there is "far worse" than 34% chance of sun;
as a person who prefers bright conditions to generally dominate, this is the beginning of when life feels miserable.
It's also the time of year when Toronto can go 2-3 weeks with what feels like zero hours of sunshine.

No Toronto isn't much better.
In fact it's either the same or worse than your description of Upstate NY.
A normal winter month has about 1-3 sunny days,
5-8 partly-cloudy (generally bright) days
and the rest of the month is Mordor (less than 1 hr of diffused sun per day)
Strange. I went through one winter there (2003-2004) and to me that winter felt relatively sunny. And the snow on the ground helped to make it feel brighter.
