What I meant was, Toronto averages 59% in our sunniest month, and to us it feels very sunny.
I just thought 70+% is the threshold to where rain starts to seem scarce.
Central and South FL is around 70+% in winter, and winter typically has mild-drought conditions.
So basically, I would assume 70+% chance of sun goes hand-in-hand with drought-like (moisture at least somewhat-lacking) conditions.
I didn't say
above 35%, I said
under 35%.
It doesn't matter imho, if there is "far worse" than 34% chance of sun;
as a person who prefers bright conditions to generally dominate, this is the beginning of when life feels miserable.
It's also the time of year when Toronto can go 2-3 weeks with what feels like zero hours of sunshine.
No Toronto isn't much better.
In fact it's either the same or worse than your description of Upstate NY.
A normal winter month has about 1-3 sunny days,
5-8 partly-cloudy (generally bright) days
and the rest of the month
is Mordor (less than 1 hr of diffused sun per day)
