High of about 40 or cooler is fine, low about 22. I like cloudy days because it usually means cooler weather, but a few blue skys are ok with a brisk wind. Oh a very low dew point, about 30 is great.
I'm sure that if you actually lived in such a climate you'd be running back to Houston post haste!
I haven't experienced such a combination, nor do I want to. 90°F and 40% humidity isn't bad, though still hot.
I have and I loved it. I spent some time in the South of China and we had that combination during the summer I was there. As long as I had my water bottle with me, I was happier than a clam

I don't care what the heat index is with 96 F and 35% humidity.
I'm somewhat insensitive to humidity,
and that amount of humidity would feel dry-to-arid to me,
yet is humid enough to prevent dry, cracked skin
or to keep plants from drying out at an alarming-rate.
