I gave it a D because there's too much cold Nov-Mar.
However if it exceeds 3000 hrs of annual sunshine (Denver-like?) then I'd rate it a C.

I'll give it a B+
A bit too cold in the winter, but nice and dry. Temps look similar to PA but with about 1/3 of the precipitation.
