This climate certainly looks interesting/exotic to me as a continental type of Mediterranean climate (that's got to be one of the rarer ones I rarely hear about), like some odd cross between New England and southern Europe.
Gonna have to say C-/D+ though in terms of personal preference.
The winters are my main dislike. It loses points to me for having its rainfall lumped together in the cold season, when it would make the cold temperatures feel more chilly, and for its low cloud. And its summers, while sunny and dry, are short.
1400 m is a lot. A place at 1400 m (if it could exist; highest around here is about 1100 m) would be subarctic boreal forest.
150 miles to the north, most places at 1400 m are arctic tundra and too cold for any trees to grow.

Bitlis is the snowiest city in Turkey because of the very high perception in winter. There are so much colder cities in Turkey but perception is low in these cities. Those cities are dry in winter, low perception in winter.
It is very interesting that how a continental climate city can have too much perception. Bitlis is not so cold but it snows too much there. Cars and one story houses can disappear because of too much snow in winter. They can be lost under the snow. I live in a oceanic climate city but yearly average perception in Bitlis is so much higher than my city. What kind of continental climate is this? Too much perception. I give it a C overall even if it snows way too much. I would actually prefer colder weather with much less snow. The level of snow thickness becomes way too high, too much in winter.
Eastern Turkey is one of my favorite places in the world temperaturewise.
Winter temperatures are pretty much excellent. Summers are rather hot, though.
I like mediterranean climates but this one is way to extreme. Winters are too snowy and summers are too dry.
Sunshine hours are excellent.

The first letter of Bitlis is a B. Just like the grade it gets as a climate, 81% / B-. If the summers had a couple more inches of precip per month it would be an A. Aitlis?
It seems the grade I initially gave Bitlis was too optimistic.
Grade: 71.5% / C-
A good climate for most of the year, but the summer dry season does a lot of damage. Without the summer dry season, the grade would have been an 87.2% / B+.
