Quito is a bit cold year round for me. Then again San Fran isn't warm either, but San Fran at least occasionally gets heat and is nearby to areas that get a proper summer. My vote would be for SF.
Quito for me, but just barely. Both look very similar to me, but SF has very little variation. Sure, Quito has none, but at least I won't be deceived into thinking that there'll be greater seasonal change.

Yes, I'm almost convinced that is the case. Try to put one of your hands in a container full of hot water and the other in a container full of cold water for a while, both at the same time. Then take them out and put both hands under a shower of lukewarm water. You'll see that they don't feel the same.
Or, compare the temperature of the air inside a heated building in the winter and the temperature of the air inside an air-conditioned building in the summer. I guess the temp is more or less the same, but it feels very different when you try to recall them. The one in the heated place feels much warmer.
That's why I think we tend to associate autumn/fall more with cold and spring more with warm weather.
I don't really like either, but I think SF is sunnier, and at least the avg high reaches above 70F for a few months. Quito never breaks that mark. No thanks. Blah climate in both, but more so in Quito.
San Francisco reaches 70F for only two months though. Most summers stays in the 60s with fog and gusty winds from the pacific. San Francisco is not sunny at all especially western half of the city. It is cloudy year-round. You have to get into East Bay (not Berkeley or Oakland though) or South Bay to enjoy sunny weather year-round.
