Hopefully when fall and winter set in, the drought will be eased. When a weak El Niño's around, Texas usually sees more rainfall during the winter time. A stronger El Niño is needed for the state to recover from the drought and it doesn't look like it's going to happen this year.
Edit: I just looked at NOAA's Climate Prediction Center, and they are issuing a La Niña watch for the fall but longer term into early 2012 is an equal chance forecast of La Niña or ENSO-neutral so Texas is not going to get significant relief any time soon, bar some other tropical depression or storm that develops and makes its way into Texas
