Kaul's stats are from Gambell, AK. Aasiaat and Sisimut in Greenland and Uelen in russia have similar temperatures.
Siberian High, here's some climates that are close, but don't meet every criteria:
Holden, WA (HOLDEN, WASHINGTON - Climate Summary), summer temperaures and rain is good, but winter nights are too warm and cloudy. Gets 350 inches of snow. In Cascade mountain range. Very isolated though.
Stanley, ID (Stanley, Idaho - Wikipedia, the free encyclopedia) Summer nights are only in 30s, otherwise temperatures meet your criteria. Only 70 inches of snow though. Not sure if winter is sunny. In the sawtooth range of the rocky mountains. Population less than 100.
Jackson, WY: (en.wikipedia.org/wiki/Jackson,_Wyoming) summer highs and lows are a little warm/cold, only 71 inches snow, May is wettest month, only one over 2 inches. In the rocky mountains.
Spring: Lukewarm and humid*; average high in the upper 70s; 20 inches of precipitation; violent super-cell thunderstorms with strong winds and hail mixed with days of plentiful sunshine and a light breeze
Summer: Hot and humid*; average high in the lower 90s; 20 inches of precip; steamy days often interrupted by short thunderstorm showers with heavy rainfall
Autumn: Cool and dry; average high in the upper 50s; 5 inches of precip; mostly sunny and very breezy, with light rainfall spread across the season
Winter: Chilly and humid*; average high in the mid 40s; 7 inches of rain and 15 inches of snow; 60% overcast with drizzle and/or fog
*Average daytime relative humidity that hovers around 60%

The last four are known for their skiing and winter sports, the first two are too tiny.
I will revise my criteria a bit.
Winter: Moderate sunshine, about 50% possible. Highs 5-25F, lows -15-5F. 120"+ of snow. I don't really care about the actual precipitation amount here, but the snow totals. I like powdery snow.
Spring: Cold to mild days and very cold nights. Plenty of thunderstorms later in spring.
Summer: Summers have highs 64-74, and lows 38-52. Plenty of storms mixed in with breezy, mild, sunny days.
Fall: Fall arrives early, with first snows in September. Same sort of pattern as Spring, but reversed.

I'm thinking Missouri for you. But the summers there aren't as wet as you need it.

Rainy season cannot last more than half the year and must last at least 3 months.
Dry Season(winter) Record highs must be atleast 86f(30c) but no more than 95f(35c)
avg dry season(winter)highs must be at least 23c(73f) preferably 25c-28c(77f-82f)
avg dry season(winter) lows must be at least 14c(57f) preferably 18c-20c(64f-68f)
Record dry season lows must be at least 2c(35f) preferably 7c-10c(45-50f)
avg dry season dew points must be below 16c(61f) preferably 8-12c(46-54f)
Dry season can have no more than 250mm(10in) preferably 100-150mm(4-6in).
annual temp variation must be at least 4c(7f) but no more than 8c(14f)
Total annual sunshine hours must be atleast 2000 but no more than 3400. perfect amount is 2500-3000.
It also must be inside a hurricane/typhoon belt( hurricane conditions must be observed on avg at least once every 10 years the more common the better)
The climate should also experience flooding,severe t-storm, drought, and drastic fluctuations in rainfall from one year to the next(one year only 20 in another year 120in)
If someone can find a climate that fits all of this criteria you are awesome I have yet been able to find a climate that fits all of my wants. the last criteria isn't a must only a wishful dream but the hurricane one is.
