Bogotá by a long shot. Lower elevation, less seasonality temperature wise and much milder overall.

I think I would have to go with Lhasa; Not only is it a bit warmer in the summer, but the sun hrs in Lhasa are very nice (2900 hrs)....vs the depressing sun hrs in Bogota (1600 hrs).

Probably Bogota. I like the greater variation of Lhasa, but it's just way too sunny for me. I'm also not sure how I would cope in a semi-arid climate.

Another tough choice, but I'll have to go with Bogota. I prefer the temperature variation in Lhasa, but it's too sunny and dry.

Lhasa. Snowfall looks like it would be very light thanks to the dry winter, but the occasional light snowfall would still be preferable to never seeing it at all. Lhasa's summer temperatures are perfect for me, if only just a little wetter than ideal, so Lhasa wins this one.
