I wouldn't mind a sunny winter and like the way the winter sunshine hours for Beijing look, but they pay for that in the summer compared to how sunny Chicago is. And I bet it gets really windy in the winter in Beijing. And those spring sandstorms sound rather horrendous. Lastly, Beijing is a little on the warm end for summer for me. I'll have to go with Chicago.
Beijing is 211km/131miles further south in latitude than Chicago. On the one hand I am impressed with their June max as well as their minimum temps during the summer months. Not terribly impressed with the July and August maximums. They have better anchor seasons than Chicago, but winters are a bit of a let down in my view.
Here is a comparison with a station in Illinois at the exact same latitude with Beijing
Maximum temps are very similar but Beijing has higher minimum temps during the summer. Most likely because of it's relatively close proximity to the East China Sea. Probably 50-70 miles away right?
Now compare Beijing's climate averages to a few stations in the western and southwestern suburbs (away from the influence of Lake Michigan)
The average high in July and August become more comparable (still well behind in June), BUT the minimum temps drop off dramatically further away from the UHI and Lake Michigan you go. Are temps uniform around the Beijing area?

Easily Beijing. The winter is dry and sunny there making Beijing much more bearable than Chi-Town. Summer's are a bit humid but so is Chicago. I say Beijing is better every month except July & August.
Chicago for having precipitation evenly spread through the year and less humidity overall in summer.
