How do you rate this climate?

Quetzaltenango - Wikipedia, la enciclopedia libre

The Spanish version of Wikipedia seems to have the correct statistics...
I rate it a C+... don't care much for the large diurnal range but it could be a lot worse.

A-, very temperate, but odd.
Lowest maximums in June-July, but lowest minimums in January.

I'm confused by which one is correct?

I'd give C- to C to either version's stats on face value.

I think the Spanish Wikipedia is correct as I've seen from another source that the record low is -11°C.
