It's hail. While it's rare in the tropics, it is possible, unlike snow. But, I've only experienced it once in my life, like 5 years ago. There's like chunks of ice on the street.
And it's worse than the picture you gave.
For hails to form, you need thunderstorms and cool air (above, not the ground). While thunderstorms are abundant in the tropics, the air is too warm and that's why it's rare.
Hail and sleet are 2 different weather conditions. Hail forms at High altitude on hot days when the high is very turbuland. Tornadoes are often accompanied by hail. Hail is not frozen rain.
Sleet is Frozen rain and occurs on very cold days in which rain freezes as it falls into the colder lower altitude. It is much smaller than Hail

It's interesting that most of the hail happened in the spring/summer.
You need thunderstorms to form hail and those are the times where thunderstorm are most likely to occur. Thunderstorms are formed by warm, humid air which is why they mostly happen in summer.
