Why does no one use gmt -1?

Just looking obviously it runs through Ireland, Iceland and Portugal. I can understand why those countries don't use it, why not African ones?

Look at the Canary Islands.. Using gmt and extend as far west as 18w, an extra 12 minutes behind gmt -1..
Then lots of parts of Africa.
