Attu Island is actually 3.5 hours late but with mainland AK timezone (US/Fairbanks) it would be 4.5 hours late. Peak is around 04:40 pm, 16:40. 9pm has higher sun angle than 12pm (clock noon)!!!

Using Fairbanks timezone :

20 March : 10:31/22:42
21 June : 08:03/00:57. Civil dusk ends 01:49, nautical dusk ends 03:16
22 September : 10:15/22:26
21 December : 11:39/19:13 (year round DST would be 12:39/20:13)

Actually the most deviated solar noon is Antarctica's Amundsen South pole, which is around 12 AM (00:00 midnight) and 1 AM on NZ's DST. That's the "average" solar noon though, beacuse the "average" longitude on south pole is 0 degrees, and Amundsen use Christchurch timezone.

Well, when the rest of us are using DST and you're using DST x 2, it doesn't count as much.
