Lived fairly close to Kyoto for several years. Sometimes gets stormy, with the occasional typhoon making its way inland, but it's not likely that people in Kyoto would take a devastating direct hit from a tropical storm. Usually just get lots of rain and some strong winds from it. Might be strong and stormy enough to shut down the train lines for a few hours as a precaution, but that's it.
Summers can be quite hot and humid once July comes around. The heat lasts until late September. Similar to the weather of the Gulf Coast of the U.S. in some ways, but the Coastal summers are probably start earlier and last a little longer.
Winters are probably similar to what you'd find in the Gulf states, away from the coast. Kyoto gets occasional snowfall, though it rarely accumulates. Might stay on the ground longer in the low mountains around Kyoto. Can get a bit nippy in January and February, but it's not the biting cold that you have in the Midwest, Great Plains, or the Northeastern U.S.
It's a C climate for me. Winters are too cold, August looks miserable ( though June looks pretty nice ), so really only the shoulder seasons are solidly good.
