I'm not sure if you even bothered to look at the map to see where Port-aux-Francis is. It's an isolated small island in the middle of the ocean, and the closest continent is Antarctica.
Yes I know exactly where Port-aux-Francais is and it's not a sufficient enough reason for it being uninhabited especially since Kerguelen Islands have been known by Europeans since the late 18th century. That's plenty enough time to start a city with colonists.

Of course it is a sufficient reason, Iceland has been inhabited and known since well before the 10th century, and is in close range to other long inhabited, more historically advanced nations such as England, France, Holland, Sweden etc.
Kerguelen Islands however are far more remote, and when discovered, not close to any civilized nation.
Iceland has large fishing industry too, by the way, so that helps

Iceland was not a sovereign nation for most of its history. Independent Iceland didn't exist until the 20th century.

You call Australia not civilized? It's about 4000km to the west coast of Australia... which is much closer to Australia than Australia is to either North America or Europe.
I bet the fishing industry in Kerguelen could easily rival that in Iceland if there were enough fishermen/women there.

The island belongs to France, and the French didn't see any good reasons, from an economic and political advantage standpoint, to invest in a colony here. The French economy is not dependent on fishing. Does this explain your curiosity?
