F climate for me.
Winters too cold, nights are always too cold and it's too dry year round. Winters with temperatures below -5C get an automatic F for me.

I gave a C because while winter is nice, summer isn't hot enough. I wouldn't live there regardless of climate though, because it's India.

I went to Leh two months ago. Amazing weather (July-August) even if it rained heaps (unseasonal, even the locals were very surprised). Maximums of 22-28˚C (we had a rare 20˚C max, cloudy, drizzly couple of days in the beginning but finned out after that) with the occasional heavy afternoon t-storm. Very pleasant at day and nights were around 5-12˚C depending on the height. Nearby towns are also a bit warmer, max- 26-28˚C and min 13-14˚C.
