Remember folks, we're rating the climate. Not Canada vs. China, air pollution, or other non-weather related aspects. I personally think Vancouver is one of the greatest cities in the world, but I hate the weather (no summer heat and 10 months of clouds and drizzle). So my climate choice is Chongqing.

Chongqing sun = 12 months of dreariness. Pollution is just a little extra "delight".

Still Mohe is impressively cold in terms of lows, I see an average low of -36C in the stats.

That's not colder than anywhere in Canada (see map from second link below), but definitely any city/town of any size. That's about the low of Alert, the northernmost place inhabited permanently by anyone.

The Atlas of Canada - January Mean Daily Minimum and Maximum Temperatures

You'd have to get to some pretty high latitudes to have average lows of -35C and less in Canada.

By those latitudes, though you can't get hot or even passably warm summer highs.

I'd still agree that the far east and Siberia kicks ass in the continentality department.
Yes I think the average at the North Pole in winter is about -30C or so, similar to Mohe. Probably also similar to locations in the NWT. I'm guessing the highest peaks in the Yukon or something probably get Antarctica-like cold, as do the mountains of Siberia. The far northern interior of Greenland might also be a possible match for Siberia. Mohe is very close to the heart of Siberia, indeed the coldest part of it, so it's not that suprising. For it's severe winter cold summers have at least some warmth.
