From what I've read a lot of boreal regions have a loads of midges and mosquitoes in summer. I know someone who went in Lapland in summer, and he said that mosquitoes were a real problem there.
I thought it was because of the permafrost preventing the water to seep further into the soil, but it seems that places even without permafrost have this problem.
As for Iceland, there's a lake called the lake of midges in the north of the country (Mývatn in Icelandic).
Midges are known for being a notorious problem in Scotland too due to the damp climate despite lack of permafrost. I certainly can state that they are a complete nuisance in August, but have never been there in winter so don't know if they survive the cold.
Bugs are present from roughly early May to late September in Northern Minnesota, but the worst time for them, by far, is from late May to mid-July. At the peak heat of the year they are actually usually better than in mid-June, and by late August, when it is still warm outside (70-80F), there are far fewer mosquitoes, virtually no wood ticks, but many bees.
In the more recent days of mildness I've seen a few more flies around. Mind you they are usually following a certain person at work who always smells.
Oddly enough the first and only time I've been stung by a wasp was in the month of October 2010 here in Buxton. I'd have expected them all to of died off by then.
Thankfully, we have virtually no cockroaches in between the months of late May and August (cool season). You don't see them in your house and outdoors.

Bugs/Insects are one of the reason that I love cold climates.
You should see all the bugs we get here from late may to early sept. TONS of mosquitoes and various other pests like biting horse flies and black flies. Also need to be careful when walking in a field as you will come out with wood ticks and deer ticks from May-July. We still have our own bug problems here. As cold as the winter is, they always come back. I even saw a wasp in middle of may this year, though I have not seen one after that until last week.
Here one can say that there are almost no bugs/flies from about early December to late February/early March.
But this varies depending on the strength of the winter season.
In cold winters it can sometimes take until March/April when you will see the first bees and flies again and in mild winters like the last one you will see bugs even in January.
