Well, it's usually above 25°C along the coastline in July and August, and during hot spells it can reach 28°C. (maybe 20 or 30 years ago temperatures were lower).
From August 25th to September 10th, 2013 it was around 25°C. In July and August, 2013 it was around 26-27°C or more. It was comfortable to swim.
Right now, in late September, temperature is still above 22°C.

I usually check the Arpa bulletin for Cesenatico at Boa ondametrica | Servizio Idro-Meteo-Clima | ArpaER and the general forecast for the Adriatic Sea at Previsioni mare | Servizio Idro-Meteo-Clima | ArpaER.

ok, sorry
I said that for me the best sea temperature for bathing is around 27-28°C, and below 25°C I just start feeling cool and not very comfortable.
