Would be B+ if it had wet summers. I'll give it a C though since it is exceptionally dry.

The article also says -14C is possible in winter. If that is true then that is really cold for anywhere in Africa/Mediterranean area.

E+, far too dry, far too warm year-round, I assume way too sunny, this climate is utterly boring and devoid of interest.. but at least it cools down at night in winte

This climate has a nice mix of heat and some cooler weather. Summers are hot but not excessively so, and nights are relatively cool thanks to the altitude. There is at least some winter frost especially at night and early mornings but daytime temperatures are spring-like for nearly half the year.
However, it really could do with a little more precipitation, but since this is a desert climate that would be asking too much. I am a little surprised at the almost non-existent rainfall since high-altitude climates are normally a little wetter than lowland ones, even within deserts.
So a B-.

Far too dry and presumably very sunny. Would be an F were it not for reasonably pleasant and seasonally variable temperatures through the year.
