Very tough choice but would have to choose Verkhoyansk because of the nice summers and snow during the fall and spring.

Verkhoyansk has nicer summers no doubt, but those winters are ridiculously dangerous. Therefore I will vote for Rost. Plus, Rost has a slight meditteranean rain pattern going

Hmmm Verkhoyansk for me. Yes its winters are scary and really frigid and not livable but the city has a sunnier climate than Rost and it has nice summers. Rost has only cold and cool weather throughout the year and it is very dull.

Rost sucks, but it's livable, unlike Verkhoyansk.

Røst for sure, even if it's an E climate.
Verkhoyansk has one of the worst climates on Earth along with Antarctica and some other Arctic or Siberian places
