You literally never see clouds like that here, cumulonimbus clouds in England look weedy and pathetic and wispy at best, and usually fall apart when they get to my location.

I don't think you guys have the heat and sun to produce those clouds. We get them when we have heat and humidity in summer. I don't think I've ever seen them with temps in the 70's. Usually only upper 80's and 90's.
I've seen enough overcast. I don't even like it when it's raining. I'd rather a sun shower.
Your picture of partly cloudy is gorgeous imho.
I prefer strong daylight and "cheetah spots" are a great way to add variety to spells of cloudless weather.
I prefer clear skies, but after a week of it it gets a little boring...
which is when I'd like to see partly cloudy.
Maybe you live where there is "too much" partly cloudy skies.
I saw too much overcast in Toronto, too little of clear skies.
When I lived in San Juan, the skies were always either partly cloudy with scattered cumulonimbus clouds or mostly cloudy or overcast cumulonimbus. Very very rare to have a cloudless day, I'd say less than 10% of days throughout the year are sunny

The thing is, it is usally clear all day until the afternoon, and then these type of clouds roll in and the day is listed as pt. cloudy.
Partly cloudy is fine, it's still sunny. Most of the time, at least say in Florida those clouds are moving fast anyway and give some interesting breaks from the sun.

I've noticed clear blue dome skies are a bit more common up here than down in Long Island (and likely Philly). Still looking through my summer photos, I see a lot of cumulus partly cloudy skies, though there are some blue dome ones. Cumulus clouds don't roll in; they're caused by convection on warm days with some moisture (doesn't need to be humid, just not very dry) with strong sun. On the west coast they are suppressed during the summer from a temperature inversion.
