Must be one of the few towns in southern Argentina with a more or less stable winter, even Ushuaia can see freak föhn outbreaks which can push the mercury in the mid or late teens (C) in mid-winter. Summer is still too cool, but going from the averages a little warmer than Ushuaia.
Rate it a C, since its quite too dry.
Consistently cool/cold and probably quite windy, record high temp of 27.1C is abysmal. Without any warmth it's an F+, gets a + for being liveable throughout the year I suppose.
What I find fascinating is that even though Rio Grande is one of the coldest towns in the southern hemisphere, its winters are no colder than NYC's on average which by northern hemisphere standards isn't very cold
