If the sun could shine properly it's not improbable to get surface temperatures reaching 15-17°C above the 850hpa temp in late spring/early summer. Bit early for that now and it would be hindered by the snowpack.
Well I got to head out the door a little earlier this a.m. so here's some of my frosty city In Saskatchewan, Canada (many parts of my valley city are protected from the Alberta Clippers):
The sun is notably stronger, but cold air is possible here this time of the year. Here are some record minimums:
3/24: -1 F/-18 C
3/25: -7 F-22 C
3/26: 0 F/-17 C
3/27: 13 F/-10.5 C
3/28: 15 F/-9 C
3/29: 8 F/-13 C
3/30: 2 F/-17 C
3/31: 11 F/-12 C
4/1: 9 F/-13 C
You get the idea. Latest freeze on record is May 31st.
Lowest Maximums
3/25: 30 F/-1 C
3/26: 22 F/-5.5 C
3/27: 35 F/2 C
3/28: 32 F/0 C
3/29: 34 F/1 C
3/30: 28 F/-2 C
3/31: 34 F/1 C
4/1: 34 F/1 C
Latest "ice day" on record is April 11th. April 7th's record low max is 27 F/-3 C. April 8th's record low max is 28 F/-2 C.
Where did you find data for lowest maximums if I may ask??? I've been really interested in knowing what the lowest max temperatures have been throughout the year, but I was never able to find them anywhere.
Ah gotcha. Yes, it would be cool to record a freeze in June. The record low here for June 11th is 33 F/0.5 C. Close, but no cigar.
I'm sure frosts have been recorded in June and maybe late August. Record low for August is 1 C.
I doubt lows that cold are possible in June and August anymore due to I believe increasing urbanization away from the city. In fact I don't think it's been below 40 in June in a long, long time, and probably not below 45 in August in a while either.

Urbanization? While there was significant population growth for 20-30 years, I don't think it would have been enough to have an effect on the climate. We still live in the boondocks, with plenty of woods and farmland around. Nowhere near the growth that places like Morris, Passaic, and Bergen counties experienced. In any case, it is difficult to get extremes during the summer. Standard deviation is lowest this time of the year.
