How often the ground/soil is dry over the year as perception of whether your climate is seen as dry or wet?

I live in a rainy part of the UK (relatively speaking) with 51" of rain a year and rain on 2/3 days so the ground is usually a bit damp much of the time, mostly in winter without warmer temperatures to evaporate it quickly. At the moment though it hasn't rained for two weeks more or less and the ground is getting fairly dry, that will change this weekend though when we get a big thunderstorm (of course).

Each year here is prone to both wet and dry spells.

This year has been very wet, so the ground has been looking like the second picture 95% of the time.

Last year had a very dry summer, where grass went brown and when we also experienced a dust storm.

Winters are always like the second picture though (due to lack of sunshine and colder temperatures; the grass is always green then).
