I'll probably go with Mo i Rana though, barely. Skwentna will undoubtedly be sunnier overall, in all seasons. It's just a little cool at night in the summer.
There is a similar Spring precip minimum and a Fall precip maximum...which is pretty common for Norway and southcentral Alaska.
Both are really bad. I think the dryness of Skwentna might just be enough to, well, no place is winning here here but you know what I mean. Hard to say without additional information like sunshine hours or precipitation days.
Mo i Rana doesn't look that bad, though I would want to know whether all that precip. is long drawn out or falls in more intense bursts. That other place has a weather station despite only having 37 people - - is that normal for Alaska, or for the US in general? I've noticed a lot of really obscure places I've never heard of still having a long-standing official weather record.
I choose Skwetna, because it has much better winter temperatures (which makes up for the probable lower snowfall figure vs. Mo i Rana), the summers are about as nice as in Mo i Rana, and the precipitation figure is closer to ideal. I will admit that both are rather good climates.
I go with the Norway location, as it apparently gets a LOT of snow in winter, going by the precip totals for the winter months. Not as cold, to be sure, but average maxes are below freezing Dec-Feb, which qualifies as a "real winter." Summers there look pleasant too.
