Most people don't go outside during winter because 'ohhh it's too cold wah wah wah I'm so pathetic and weak'.. but then again NYC has pathetically cold winters that cannot support a sustained snowpack so it's no surprise people dislike winter there when all you ever get is slushy rubbish. Ottawa looks like a great place in winter with people skating on the frozen canal.
Exactly. There are lots of people that venture to ski resorts and other such places, because snow is what attracts people more than just cold. Many skiers and cold lovers love cold too, but winter fans usually go for the cold/snow combination. Neither are found in New Jersey, and it's no surprise that the Poconos aren't a hot development area, because there are many superior options for winter fans even in the Northeast. As for the coast, waterfront development is always popular no matter what the weather is.
You would probably see more people in New Jersey out enjoying cold, snow, and wintry conditions if you actually got wintry conditions there.
Similarly, there aren't any beachfront resorts or any heat lovers out enjoying the weather on the Icelandic coast, because the weather by and large is inimical to having "fun in the sun".

We could check this out by seeing how much people are out after snowstorms in NYC or NJ. It might be skewed because snowstorms are a bit of a novelty.
I used to live in Upstate NY where it was snow covered most of the winter. People do go out and enjoy snow, especially after snowstorms. But in memory, there were less people outside than in the warmer months and if it got very cold it started to feel rather dead. And no, it wasn't because I didn't go out during the colder months. If anything I was the one dragging people outside.
Yes, people could go skiing. But other than cross country skiing, people had to make a trip to go skiing (though a few college students skiied to class). It's not like one can go skiing every day.

I saw a surprising amount of beach front development along the Oregon Coast. Of course, weather along the Oregon Coast nowhere near as cold and cloudy as the Icelandic Coast. But still, most of the year is rather cool and drizzly.
A lot of people just don't care about weather either way.
There are sometimes impressive hoar frosts in dark valleys within 15 minutes drive from town, yet I seldom see people enjoying them.
Same with snow. A winter wonderland is easily had within a short distance from here (for months on end ), but I know many people who have never touched snow.

Watch out for the "pathetic and weak" argument, it can easily be flipped around and thrown at people who whine about hot weather.

Another perfect example of how biased this thread is. koyaanisqatsi hates sunshine, so most people in Sydney also do.
Funny, I guess all those stories about Australians loving the beach are myths. But in fairness, I love hot weather so I might be expected to say that people are out more in it here then in cold, but I also know that there are a lot of places where people avoid the heat during the middle of the day in midsummer. It's just not hot enough where I live for that to be much of trend. I suspect the same of Sydney (based on climate averages) but I don't live there.

I've read about and also witnessed people from the Arabian peninsula (for example) who purposefully vacation where and when it is cool and rainy. Many of those with money travel to north central Europe to escape the heat, and on the odd cool and rainy summer day in European cities, they are often the only people you see out for a leisurely stroll...
