I picked other. Whitehorse is far and away the best Canadian climate city. Cartwright is the best place in Canada as well as the best town, but neither it nor Nain rise to the level of a city in my view. Whitehorse has very cold winters which I love, and thawing isn't an issue, being on par with Winnipeg in this area. The amount of snow is decent, among the best when it comes to Canadian cities. The summers are the very best among the cities, being quite nice by my standards and not prone to hot weather. I'd never have any trouble keeping my window open at night in Whitehorse .
Cartwright is even better, featuring summers that are just as nice coupled with even snowier winters that are even less prone to thawing.
Really, it depends on what is classed as a "major" city. Metro Victoria is considerably larger than St. John's on your list, so that would be my pick among major cities.
If slightly smaller cities are allowed, probably Penticton. ( Worse winters; longer, better warm season slightly tips the balance. )
Other - I don't think Canada has any cities or towns with a decent climate
