No contest, Istanbul. I couldn't put up with NYC's frozen winters.

Istanbul for me. Perfect summer temps, and rainfall is (barely) acceptable. NYC has great summers as well.
Winter in Istanbul is a bit dreary and cool though. I would have chosen NYC, but it's winters are a bit too long and cold.

Hurricanes and Tropical Storms are very rare in New York area, although some have passed thru and it could happen. Last year the area got hit by a tropical storm (Heavy Rain / Wind) but nothing really happened.

Istanbul is not 100% safe from any storms or bad weather.

So you prefer Istanbul's mainly cloudy and chilly winter with occasional short-lived snowstorms and plenty of days with rain, than New York City's partly to mostly sunny winters with temperatures around freezing and occasional snowstorms that last very short?

Though not a weather event, Istanbul is rather prone to earthquakes. And I'm much more scared of earthquakes than of hurricanes.

If we are talking strictly weather, I think I'll go with Istanbul.
